• Phillip L. Clark, 30, of 4 First St., Fredonia, was charged with loitering and prowling at night and six counts of possession of drug paraphernalia at 5:33 a.m. Tuesday after trying to steal items from cars parked in the 600 block of Carnegie Avenue, police said.

Police said Clark had a syringe, a charred spoon and four empty plastic bags suspected to have previously held heroin.

• Police said a woman who lives on the West Hill on Monday reported that she bought what she believed to be a purebred Arabian horse from Washington state for $6,000 in January 2008 and recently learned the mare’s bloodline was not as pure as she was told.
