While some Hermitage Municipal Authority officials wanted to issue a change order to install concrete piles under a new anaerobic digester, others balked at the cost.
Consulting Engineer Joseph P. Pacchioni proposed issuing the $395,000 change order to Infilco Degremont Inc., which was hired in April 2009 to supply the digester for $3.8 million, part of a $32 million expansion of the water pollution control plant on Broadway Avenue.
The soil where the digester is to stand is on “fluid ground,” Pacchioni said Wednesday. The property is in a flood plain, and soil has washed down over the years, but is it not sufficiently packed to hold up the heavy digester.
